Someone’s cousin went last winter, came back with photos of the Flame Towers lit up at night, and now the whole family wants to go over a long weekend.

Then the visa question starts. One friend says you just show your Emirates ID at the airport. Another swears you need an e-visa. A third forwards a blog post from 2019.

Most of them are partly right. Which part applies to you comes down to one date on your UAE residence visa.

Got more than six months left on it, counted from the day you fly? The Embassy of Azerbaijan in Abu Dhabi lists residents in that position as eligible for a visa on arrival at the airport. Under six months, the consulate in Dubai asks you to apply through the embassy or consulate. Some passports can also use the ASAN e-visa.

Visa on arrival in Azerbaijan for UAE residents

Yes, for most residence visa holders. Azerbaijan’s Consulate General in the UAE dates the rule back to 26 July 2018.

Nothing gets stamped by hand anymore. You show your passport and UAE residence visa when you land in Baku, and the visa comes out of the ASAN VISA system electronically. It’s good for a stay of up to one month.

Refugee status holders are the exception the embassy calls out by name. The embassy wants them to get a visa from an Azerbaijani mission ahead of the trip.

The six-month rule, explained

This is the bit people miss when they book a cheap flight on impulse.

The Abu Dhabi embassy wants your UAE residence visa to have more than six months of life left on your travel date. Not on the day you clicked “book”.

Say your residence visa expires in mid-April and you want to fly to Baku in late November. That’s under five months. The airport route isn’t the one for you, even though your visa is perfectly valid in the UAE.

Your expiry date is sitting in the ICP or GDRFA app, or printed on your Emirates ID. We’d look at it before you even open Skyscanner.

What about the ASAN e-visa?

ASAN is Azerbaijan’s official e-visa, and here your passport matters more than your address. A Dubai resident with an eligible passport can use it. A Dubai resident with an ineligible one can’t, however long they’ve lived here. The eligible list lives on the ASAN Visa portal.

Azerbaijan’s embassies describe it like this:

one entry only

up to 30 days in the country

around 3 working days on the standard service

about 3 hours if you pay for urgent

A quick note from our desk on names. Use your name exactly as it is printed in the passport. Mohammed Abdul Rahman stays Mohammed Abdul Rahman on the form, not Mohammed A. Rahman, because the application is matched against your passport details. And print the approved visa. A paper copy still works if your phone is flat at the immigration desk.

Documents to have ready before you fly

Put these in your hand luggage:

your passport, with plenty of validity left

your UAE residence visa or Emirates ID

a return ticket

your hotel booking

the printed e-visa, if you’re going that way

For the passport, six months of validity after your return date is a safe margin. The exact requirement can differ by visa route and by nationality.

The 15-day registration rule nobody mentions

Planning a longer trip, say two weeks in Baku and a few days up in Gabala or Shahdag? Then read this part twice.

Past day 15, Azerbaijan expects foreign visitors to register with the State Migration Service. That’s straight from the Azerbaijan Consulate General in the UAE. Hotel reception desks deal with this all the time, so mention it when you check in. Staying with friends or in an apartment you found online? Then the registration is on you.

Visa to Azerbaijan from Dubai: which route fits you?

Think of it as three different travellers.

The first has a residence visa running until well into next year. She books her flight, packs her documents and gets her visa at Baku airport. Nothing to apply for in Dubai.

The second is renewing his residence soon, so he’s under the six-month line. His passport is on the ASAN list, so he applies online about a week before flying.

The third is in the same spot, but her passport isn’t eligible for the e-visa. She’s the one who needs to start early, because her application goes through the embassy in Abu Dhabi or the consulate in Dubai.

Emiratis travel under separate rules, so UAE nationals should check their own entry arrangements.

When is a visa agency in Dubai worth it?

For the first traveller above, probably not at all.

The other two are where a visa agency in Dubai actually helps. Think of a residence visa expiring five months and three weeks after the flight. Or parents travelling on one passport and kids on another. Or the classic, where one child’s passport runs out years before everyone else’s. Those are much easier to fix from an office in Dubai than at a counter in Heydar Aliyev Airport.

Planning a trip to Baku?

Residence visa date first. Passport second. Flight last. Get those three in that order and Baku tends to be a very easy trip from Dubai.

If you’d rather have someone confirm the right route for your passport before you book, reach out to the team at RAG Visa.
